To keep the chocolate from turning grey. Sometimes they are packaged in white wrapping, also. Moisture on chocolate turns it grey, not very pretty to look at, but doesn't change the taste.

Where??? Are they still??? When I was a kid...say around 7 yrs ago...ok...so it is more like 27 yrs ago...in grade school...they were wrapped in foil...I LOVED IT! But since then I have only found them in that white plastic wrapping.

The foil wrapper help keep them a lot fresher.

That is another plastic not foil..???
