I think they use liquid nitrogen or something like that to cryogenically freeze the ice cream..

I don't know,but they are awesome.

I highly recommend the link about how they're made but (having not ever gone to that site) I can say that if I had to make them I'd do something like this:

1 create a mixture of sugar, water and dye and then
2 spray it through something like a shower head into a tall silo (tall like maybe 12 feet)

when the droplets of sugar water fall they will dry and by the time they reach the bottom they should be dry enough not to stick to each other. Finally, before packaging, I'd

3 mix several colors of dots together.

Possibly if I wanted a shinier coating on the dots (like M&Ms) I'd mix the dots with a wax powder (like carnauba or shellac) and heat to melt the was onto the dots between steps 2 and 3. Alternatively I could buff the dots on an abrasive belt.
