They sell buns and hot dogs in packs of both 8 and 12 where I live but if they don't where you live it's probably so they can charge you more money. If it's a big deal for you, order all your hot dogs and buns from a grocery system that sells hot dogs and buns in the same quantity and delivers it to your house.
Because 12 times 8 is 96. Which equals 4 times 24. That is to say, for every 12 tins of hot dogs you will 8 bags of rolls and 4 creates of beer. 96 people get one each. Or 48 get 2.

I got hot dogs the other day in a pack of 4. I also got some in a pack of 6. If I go to Costco, the hot dogs come in 84 packs...it just depends on what brand and where you buy em.
