No...I think they are even good for you.

I used to work in a restaurant where they would save me the scraps of various fresh fishes when they were cut into filets for serving to the customers. Some of these leftover pieces would have many small bones. I never had any problem with it,even though the chef was a little concerned about my eating them. I think it is a matter of just paying attention to what you are doing. Swallow in such a way and a small enough portion that it goes straight down. I have been eating such fish for years and don't think there is any danger if you use a bit of common sense.
