Yes, although it was originally developed in the U.S. Mexicans came up with the idea for chili somewhere near California and Texas.

Yes it is mexian food, but it also depends on what kind of chili.

Chili Con Carne is said to be TexMex, an American dish with Mexican origin.

Chili is Tex-Mex in that it was popularized in the SouthWest U.S. and some of the spices (including chile peppers) and beans (if used) are inspired by flavors from Mexico. But it is not actually an actual Mexican food.

If you mean ground beef with tomato sauce and spices, NOOOOOOOO! I have yet to find a real Mexican person make this dish.
