Lol...I don't think it's just in Vancouver. We have them in Ontario too. Maybe it's a Canadian thing (if you don't get them in the States).
I've seen them here in Michigan at different stores, so I'd have to say it's not just Vancouver.
Please, google this item and you'll find them in more places than just Vancouver.

No, you can get them in the US. Herr's sells them and I think they come in a black and white bag w/a picture of a ketchup bottle
