I've done a very 'scientific' study.
3 to 5 seconds appears ideal!
Less than 3 sec. and the item does not absorb enough milk.
More than 5 seconds and you risk it falling apart due to extreme sogginess.
Additionally, I recommend dunking only 1/2 cookie per dunk due to the risk of dissolution of the second half.

Just long enough for it to become slightly soggy. It does depend on the type of milk used because the fat content changes how long it will take.

if you want it soggy keep it in past 5 seconds
if you want it hard but still with milk just dip it in for no more than 4 seconds
to check on its soggy-ness just slighty slide it against the side of the cup
if its soggy it would start to slide off

Actually, the optimum time for dunking is 379 plus or minus 5 milliseconds.

This is trial and error. It might take you a handfully of cookies to determine this. You want it to be long enough so they are melt in your mouth soft. But not too long so they break apart before you can get it to your gullet.
