I think it depends which part you eat. If you eat the tail and the fin, that is like a fish, and not cannibalism. If you eat the top half, that would be cannibalism.

Um, you can't really do that. Mermaids aren't real so you can't eat them. If they were real, then it's only half cannibalism because they're only half human.
