Dog food epidemic question?

what is the chinese filler called that is being used in china's human food and our animal feed (the dog food epidemic). its like plastic but they use it as a filler and sell it as "a protein enhancer" on the label, its an underground trading thing and i guess its imported into the united states. i think it starts with a c... does anyone know what im talking about?

the only thing I can think of is MSG but I don't think they use it in dog food
