that is vegan. It says not tested on animal but I'm not sure

Don't confuse "cruelty free" with vegan - alot of companies don't test but are too lazy to actually create vegan products, but still enjoy capitalizing on the vegan market. PeTA often awards companies for progress rather than vegan status, which is really confusing for vegan consumers.
Email the company, and ask them if it's vegan. Be sure to specify that you mean NO insect or bug material too...
