If you have a boat, you can buy a special plate to go over the outboard propeller that creates drag, forcing the boat to go between .5 and 2 miles per hour. This allows you to fish off the stern using lures/spoons/flatfish/spinners etc w/o constantly casting and reeling them back in. You just cast, let out line to desired distance, close the bail and let the boat do all the work.

Or it's just the act of some idiot w/too much time on his/her hands who stalks forums he/she has no real interest in for the sole purpose of annoying the crap out of everyone else who does take in interest in those forums.
