It's a byproduct of a vegetable. So it can't be a true vegetable because it's properties have been manipulated.

Same goes with the french fry and things of that nature.

Well.. corn is a vegetable.. and all popcorn is is popped corn so I would have to use my instincts and say yes? But that's a confusing question
