The rumour may have come about because a lot of pubs/clubs/off licences etc operate a "challenge 21" policy. This is a measure to help them avoid prosecution for selling alcohol to under-18s by asking anyone who they thinks looks younger than 21 to provide proof of age. Some business that have already been warned and caught out in police sting operations ask if they think you look under 25.
