Yes, most (if not all) alcohol delivery services require age verification at time of delivery. The only way this would work is if you had an unscrupulous deliver person.

A way around it however is Mr. Beer home brewing kit. It is not illegal for a minor to purchase the kits or ingredients since they aren't fermented at the time.
