In CA, are minors (under 21) allowed to be in a bar, provided they are with their parents and not drinking?!

I live in Northern California. Minors are not allowed in a bar, even if they are not drinking. It would be a good idea for your mother to call the bar and ask their policy. Is this a straight up bar or a sports type bar that also has food service? Some places which have food service don't fall under the same laws and regulations as bars. I frequent a bar called The Pub, and nobody under 21 is allowed in the establishment, ever!

The Sports Attic in our same town allows minors, but they also do full meal service. Granzellas has a restaurant and separate bar, which also does full meal service. Minors are allowed in the bar. Make the phone call to this particular bar and then you will have a definate answer. I hope you get to go to your dad's surprise party!
