Anyone know where I can get information? Is it an anytime thing or is it a specific time of the year? Are there packages?

Just show up to Epcot and do it. Have a drink from every showcase country that serves beer/wine, and see how many you can hit before passing out or being thrown out.

I highly recommend you do it in the fall because Epcot does the food and wine festival and there are tents all over with various foods and beer wine from teh countries. I go every year at least once or twice and its always a blast.
