Valpolicella is a rather light Italian wine that was made for consumption soon after bottling. If it has been stored correctly it might not increase in value. It might be a curiosity item.
I wouldn't think it would be worth more than modicum because of that year.

it is not worth much, my guess is, it is undrinkable by now. unlike a barolo, or barbaresco, it is best consumed within 2-4 years.
