A kit won't help you learn how to brew, a kit will just include the equipment needed to brew. As far as the best kit out there, most homebrew shop's starter kits are basically the same thing. Check out http://www.midwestsupplies.com or http://www.autinhomebrew.com or a local homebrew shop for starter kits.
If you want to learn how to brew, you should check out http://www.howtobrew.com or http://www.homebrewtalk.com, or read a book. Charlie Papazian's The Complete Joy of Homebrewing is the quintessential bible of homebrew.

depending on what state your from there is a publication called zymurgy . and it lists all the home brewery sites in the country. find one in your home city and go in and look at all the kits that they offer. or join the American home brewers association or look on www.beertown.org

I started with the Brewer's Best kit with supplies and advice from the local homebrew shop. The shop-owner had a vested interest in helping me; I return there to buy stuff. Papazian's New Complete Joy of Homebrewing is possibly the best book to start with. Homebrewing for Dummies isn't bad either. Glad to see you starting with ales. Good choice.
