According to the Department of Alcohol and Beverage Control it really doesn't matter, alcohol = alcohol.
If you enjoy throbbing headaches and feeling like doo doo the next day, then drink wine and beer. It doesn't really make a lot of difference which order they are in, since once they reach your stomach, they are mixed anyway.
