Wine Decanter from the 2001 TV Movie 'Uprising'?

In the movie Uprising, there is a scene where a fascinating wine decanter is used. It has a very large "rolling" base, so it is not flat, and when pushed gently it rolls on the table.
Note that this is not the Orbital decanter that is for sale in various places and that comes with a silver base. The base on the orbital decanter is pointy. The one in the movie is rounded.

I am not really clear what the question is but it was probably designed for the movie. I have seen similar ones but only in glass blowing studios.
They have the same purpose as the orbital decanters, they are designed to enhance the quality of red wine. By rolling the decanter concentrically on its side, the wine will "roll" inside, encouraging the breathing process.
