Well, a few things to consider:
Is the air temperature and humidity in the basement relatively constant and in the right range for wine cellars? If not (probably) then you absolutely need professional help--and more than that, you probably should research wine cellars (try googling, eh?) and satisfy yourself that the construction plan has sufficient insulation and humidity control.
Other than that, I guess you know that constrution of wine racks that permit bottles to be stored sideways (actually best with the neck slightly downward) is important.
Get professional help and do it right the first time . You can build it your self but have a contractor walk you through it . In the long run you will save money and won't regret it when you open your 75 yr old port and find it full of sour grapes .
