Yes, you can. Its not bad. Of course, its a matter of personal taste. I knew a guy who liked red wine or port with some seltzer. He would only use maybe one or two onces of the wine and then fill the glass with seltzer and maybe a bit of ice. The result was a tasty, low alcohol drink.
If its a fruity wine and sweet, give it a shot. However, if its a dry table red like a merlot, cab, chianti etc. you will not like it at all.
