Answers:
I don't know of any legal limits of drinking unless you are unruly or driving. In America most places the BAC limit for driving is .08%.
Responsible behavior at parties, in my opinion, depends whether or not you're driving. If you are, then I would say a limit of 3 in 4 hours and some food with it. If you're not, then a responsible limit would be around 6 or 7, depending on your tolerance. You shouldn't get too wasted though, since you may get into fights, lose friends, and have unsafe sex. Too many parties and you may wind up an alcoholic.
Some possible consequences on family and friends is a depressed attitude, low self esteem and dislocation from events or quality time. Many more exist however.
High Risk behavior includes depression, anxiety, insomnia and rowdyness. People will look down at you if you're constantly drunk, you will be known as "The Drunk". This is mainly in small towns though, in large cities there is a good mix of drunks and non-drunks.

Bottom line, if you're responsible there should be no problem. Alcohol can actually help in some situations, beer and wine can be good for the heart (in small amounts), but have adverse effects once you start drinking heavily. And of course alcohol poison is always a risk when partying.

The blood alcohol content for teens are .01. so that means that teens should not drink. the content for adults are .08. that means that most adults can drink at least 4 drinks before they are extremely intoxicated. this doesn't mean that they are safe to drive if they only have 3 drinks.
