Yes. Smoking and exposure to cigarette smoke irritates and dries the lining of the voice box, thereby decreasing voice quality, promoting reflux laryngitis, and increasing the need for throat clearing. Smoking also destroys lung function, and without good lung function, singing is impossible.

Generally speaking it has done so for me in the past. It adds a gravelly, "smoky" edge to my voice. I am still in tune, just a bit rougher. Works better for some stuff, truly!
