I agree that MOET is the best for he price you are looking in. But if you have never tried it before you may not like it. I would recoment that you get a decent bottle of Spumante (any type) This should cost you no more than $15. It has a sweeter taste. Chanpagne is an acquired taste, wouldn't want you to be too disappointed on New Years.

I'm not a big fan of champagne, but I do like bubbly wines. Try Verdi. It's a Spumante and it's sweet. It'll win you over from champagne. Plus, it's under $10/bottle!

or you could try prosecco ( its not a champagne but a sparkling wine ) its bubbly sweet and delicious!!

Stay away from Moet; you will be paying for the popularity (Moet isn't bad, its just not as good as others at that price). Also, go for NV (non-vintage) blends; they are also better value, and you don't need to memorize which years are good.
