No.
"Beer concentrate" is actually whiskey. Whiskey is just distilled (and thus concentrated) beer. The difference between the beer for making whiskey and the kind that's just bottled for drinking as beer is that there is no hops in the kind used for whiskey.

Even so, if you were to take regular beer and distill it, you have "bierschnapps." This is different because beer with hops is distilled, and the hops flavor carries over in the distillation so it doesn't taste like whiskey.

No. You can make your own beer though and make it as strong as you want. Buy malt extract (which is basically consentrate), hops, yeast, brewing supplies and do some reading and get started. It's the best hobby ever.
