They're always tough to find.. I usually wind up getting paper cups that are sold for bathroom use-- you can find them in most drug stores or supermarket stores where you find toothbrushing/ mouthwash stuff..
if you do find the plastic ones, i've found that if you spray the cup with a non-stick cooking spray (like 'pam' etc) it helps the jello shot slide right out! also, i use raspberry flavored vodka, no matter what flavor shots i'm making-- it's a really strong fruity flavor that makes the shots that much better. have fun!

I make Jello shots all the time but I dont use shot glasses I use the plastic cups from gordon food service they have all different sizes and they are pretty cheap too. and you can get lids for them.
Try the ABC store.
I use plastic condiment cups and get lids for them if I have to transport the shots.
You could try looking up Oriental Trading online. They have all kinds of trinkets, party stuff, etc. I've bought from them before for work.
I saw them 2 weeks ago at the dollar store. It's a big store with lots of variety.
