Why are Smirnoff coolers made differently in Canada and the US?!

Question:

Why are Smirnoff coolers made differently in Canada and the US?

Up here in Canada Smirnoff Ice and Smirnoff Twisted are both Vodka coolers, but in the States they are "vodka flavoured malt beverages". Why the difference? More importantly, why would anyone want to drink vodka-flavoured beer?

Answers:
For some reason in the US their Mixed drinks that already come in bottles have lower alcohol

Their beer is lower is alcohol as well

If you go to Europe they have an even higher alcohol content
their beer has 25% to 35% alcohol the same beer imported has 5% in Canada

It has to do with the Countries laws on booze

Different states have different laws. In California I know more places can serve beer and wine than liquor . Depending on there license. I think this is there way to distribute it to a wider market.

The vodka flavored malt beverage is a lot cheaper to produce compared to actually using vodka. Kay.ce is out of her mind though, the strongest beer in the world is brewed in the United States. It is Samuel Adams Utopias, weighing in at about 25%abv. The various countries have different laws concerning the contents and labeling of alcohol, so the companies making the coolers typically go for the cheapest legal blend.
