I came across this idea just the other day as well. The truth is, this is one (of the many) loopholes in the system to get alcohol while underage. I ordered some champagne for New Years Eve via the internet, had it delivered in 3 days, and they just simply handed over my 'package' and went on with their own business. I'm 18 years old, and used my debit card. I feel that I would've gotten the same result if I had used a credit card as well.

Truth is, most underage kids don't need to go as far as ordering their alcohol online because there are multiple other ways to get it. Older brother/sister, friend, fake IDs, or just go to that one convenience store with the old guy who doesn't ask for ID. Going online, for most, just isn't worth it.

You normally pay with a credit card which would show your age. Either that or when they deliver they will ask for a signature and ID!

I understand that the recipient has to sign for package delivery--and show proof s/he is 21 or over and is the person who placed the order.

They card before handing it over upon delivery.

I too have purchased alcohol via Vons home delivery and they never carded me upon delivery. I am above the legal drinking age but it is a loophole in the system. Others I have talked to about this have had the same result.
I don't support underage drinking, you have plenty of time when you are of legal age to enjoy alcohol.
