Yes, either Natural Ice or Keystone Ice. Good college beer. 6 point something percent alcohol. Regular or light beer is 4 point something percent. 5 dollars and something for a 12 pack at walmart.

the darker the beer, the stronger it will be. find the cheapest darkest beer in your market, maybe dos exxis? (mexican beer) find something dark on sale. I like alaskan amber, or if ya wanna low quantity to get drunk on, get a hi proof schnapps, or a jeigermiester, YOWSA!!!! and do shots.
Darker beers are NOT the strongest beers. They just have roasted malts in them. A light fruit beer can have a lot more alcohol than a beer like Guiness stout.
As for the original question, stronger beers are often not the best tasting or the cheapest beer. There are a lot of cheap beers with 5% alcohol. They taste pretty bland. There are strong, expensive beers -- look for beers that are microbrewed with styles like Trippel, Barley Wine, etc. They won't be cheap. Malt liquor is often cheap and strong, but doesn't taste well. Maximum Ice beers are often strong, but aren't cheap and don't taste all that good. You probably need to focus on only one or two of your criteria, but completely ignore the bad advice above that said dark is strong. That is sooooo wrong.
steel reserve 6% alc
I too am going to say Steel Reserve. $5.99 a 12 pack here and here it is 8.1% alcohol. Problem is, it doesn't taste very good.
