In the US yes there is a law. The actual regulation is that single cigs are unlabeled which is a violation of some labeling regulation. Of course in practice it is usually ignored. I just read that in Chicago there were only 55 arrests in 2007 for selling singles.

Looks like it is a state by state thing:

'That's right, 14 states prohibit the sale of single cigarettes, known affectionately as "loosies."'

There is a tobacco shop in Ann Arbor, MI that sells single cigarettes. In Wisconsin, cigarette tax is per cigarette, not just packs.

There is an interesting amount of research gone into the sale of single cigarettes and whether or not it tends to increase underage smoking.

why would you just want one?
