Is O' Douls considered an alcoholic beverage? Can a person under 21 buy it in the US?!

Nope.
O' Douls may be marketed as a "non-alcoholic" beer, but it still has a tiny amount of alcohol in it. In fact, I've known people with a low tolerance who actually got a bit tipsy after drinking a whole six-pack of the stuff.

yeah it's like .5% alcohol.
Then again, you can buy some fermented "non-alcoholic" drinks.
Coca-cola used to be carbonated by fermentation, and if you've ever seen those Malta drinks, they're usually say "contains no more than .5% alcohol" on the bottle.
