Has to be Thunderbird wine!!! My grandparents owned a hole in the wall bar in the 70's - 80's and every payday old drunks and winos used to come in and buy the same thing: a bottle of Thunderbird!. It was the cheapest and quickest way to become sloshed...at only a few dollars a bottle! My grandfather could hardly keep them in stock!!!

the wines from australia (little boomy or the penguin one) are generally well priced ($7ish) and don't taste half bad either.

Try your local wineries. We have a "Duplin Carolina Red" here that is perfect.
Pick up a bottle of ECCO for about ten dollars. Asti also makes a good bottle that isn't that expensive.
Big Fish. I know it's got a terrible name but it costs only $5 and it tastes great.
Depends how low budget a wine you're talking about.
THe cheapest reasonably enjoyable wines I've had are some of the Montepulciano d'Abruzzo from Italy. The grape variety grows like a weed with high yields, so the wine is cheap. Its a dry fruity red that tends to be pretty rustic (I.e bold and a little rough). Its not a refined wine, but its got decent flavour and is not not bad with barbecue, etc.
If you're going up from there, South American (chile, etc) wines are generally good value.
