And if you think its the US, you better name some microbrews.
Answers:
In the strictest sense the answer has to be Germany, because they really make BEER! They make beer of the highest quality and with the best ingredients and brewing methods without trying to make it something more than just beer.
Belgium makes heavenly Trappist ales (including my single favorite malt beverage - Westmalle Tripel Trappist) along with Krieks, Lambics and all sorts of other wild concoctions, not to mention other brews like Hoegaarten. They all are truly outstanding; the highest pinnacle of what the art of brewing can be, but to call them the best is kind of like calling a Ferrari the best car. They are very expensive, they are not for everyday usage, they are more limited in how you drink them or pair them with food. Simply put they aren't for everyone.
England makes outstanding hand pulled ales, the kind of brew and taste you can't get in a bottle. If you want this taste you have to go to a pub! This is once again a very different drink, with much more body and flavor, but can you call it beer? I don't know. Furthermore, unless you have experienced one in Britain, I doubt you really can imagine what one is supposed to taste like. (There are a few pubs scattered around the States that try to copy an authentic British pub, but I have never found one was more than a pale comparison.)
My favorite brewery in all the world is Dogfish Head (Delaware USA). Everything they do is absolutely spectacular. Goose Island (Chicago) also does a great job. I find however that most US micro-brews are on the same track as the California Cabernet vineyards. They are trying to make the most powerful, most extreme example of the breed, not the best of the breed, and extreme can be best or sometimes it can just be extreme. That's why on an overall basis I cannot give the US the nod. Also the average beer made in the US is basically low alcohol piss water to be consumed in massive quantities while doing something else, just like almost everything else in American culture (sorry to say.)
So I'd rank them
1. Germany (and the Czech republic)
2. Belgium
3. Britain
4. USA
and its a long long way down to whoever would be number 5.
Belgium! Very strange brews indeed.
The only place in the world where a true lambic can be brewed. It's the only place where the wild yeast grows.

I believe that Gemany has the best beers, they are fuller and have a more natural taste than other countries beers that I have tried. But, alot of this has to do with the mood I am in too, sometimes I just want a Budweiser and would rather have that then any of the high dollar beers out there.
Definitely Belgium. Because.......c'mon the monks of course.
Undoubtedly the UK. The brewing of beer (as opposed to lager beer) was perfected here and is still very much alive. There are many micro-breweries in the States but they have all gained their expertise one way or another from the British tradition.

Can live off there beer alone for about 7 days. Dark is the best.
well....I will have to go with the most obvious answer of Germany! I love dark beer....and have sampled several good german ones.
it depends on your pallet, but i say german beer by far.

Belgium. They taste better at room temp. The white wheats are fantastic, their darks are much more flavorful than Guiness. Try Corsendonk! It's not real strong but has a great finishing taste.
Definitely the Belgium's ! I have cloned alot of beers and tasted the real beer for every beer I have cloned. Belgium's are fuller, more body, smoother, etc...
