When I lived in rural Wisconsin in the late 60's, it was considered good manners to buy the bartender a beer every now and then. He or sometimes she would drink right along with you and then maybe buy one for you.
Each state sets its own liquor laws.
Most states however do not have a specific rule prohiting bartenders from drinking on job. Its up to the actual rest. to do that.
