It is the most common measure for spirits (Gin, Vodka, Whisky, ...).
If you want to figure out how much liquid that is, remember that a one litre bottle is 1000ml.
So you need 40 times 25ml to fill a one litre bottle.
In other words, if a friend offers you a 25ml drink and it's Vodka, you're O.K. If it's water, you'll be thirsty for a while...

25mL is just shy of an ounce (1oz=28mL), and is about the minimum you can expect a shot to be (they generally range from 1-1.5oz or 25-40mL).

As others have said, it's the size of five teaspoons; it's also 1/8th of a cup, and (in the UK and Canada) 1/20th of a pint.

I'm coming there for a drink if you do! 28.5mL is an ounce, which is an ISO standard for the serving of spirits. 25mL is a little bit less, which if you served it in Australia and got caught by weights and measures inspectors you would be prosecuted
