When I was 12, 2 glasses made me drunk enough to have a hangover. So if you're not used to champagne, I'd think 1 glass would at least give a really strong buzz.
Buzzed or tipsy maybe...i wouldn't think "drunk".

I knew someone who could.so yes. you could still be considered drunk if pulled over. wait a few hours before entering your car though.
If you drink 2 big cups of water beforehand, it will hit you hard. The water tricks your body into thinking it can breeze through whatever you feed it, and so it sucks up the alcohol real quick, and it hits you.

I really dont think that an adult can. feel a slight buzz(maybe) but definatly not drunk.
