It can mean there is no aclcohol sales permitted or, in some cases, only beer and wine sales are permitted.
Its normally refferred to as dry county and yes its alcohol related. It means that it is illeagal to sell alcohol in that county.

In my country (oz) a dry community can refer to an aboriginal community that has prohibitions placed on alcohol
This usually means that no-one is allowed to take alcohol into the communtiy and if they do penalties can apply
