When filling a decanter as a gift. How far should the liquid be from the glass stopper?!

Question: Having made homemade Kahlua and putting it in decanters t ogive as gifts.....how far from the stopper should it come? Is there proper etiquette for this?

give it about 1 inch from the stopper. the stopper shouldn't touch the liquid.

I would think fill the decanter about 3/4 full.

It really depends on the shape of the decanter, but two inches or so if the decanter a neck of any kind.
