I've never had a beer over 7.2%, but Sam Adams Double Bock is 8.8% (spring seasonal). That's probably got a flavor. I do agree with Dogfish Head, their 120minute IPA is 21%; the 90 minute is 9% and the 60 minute (common) is 6%. I've had their 60 minute, and it's very good, even though I tend to prefer maltier / darker beers, this IPA is really good.
Also, since you mentioned a Malt Liquor, I'll mention the Barleywines. The term "wine" here has been applied to this style of beer because it has %ABV similar to wine. Expect 12% or so out of these, such as Sierra Nevada's Big Foot. Again, these have a flavor you can actually drink to enjoy.
Double IPAs are a fairly new style, and could just have easily been called extreme IPAs. Even more hops than IPAs, more %ABV. Generally 10%.
On the stout side of things, Imperial Russian Stouts rank the highest. Somewhat hard to find at a small packie, these average about 10% also. Quite the opposite of a Double IPA.
Answers: Ehh... Steel Reserve besides being swill is Malt Liquor. Pretty much designed to be a high alcohol drink, since that's the only reason you'd drink that stuff.

Like previously metioned Sam Adams Utopia tops out at around 25%. A great deal of our microbrews will sit somewhere between 8-12% depending on style. My favorite over the last couple weeks, the double IPA sits at 10% and up.
Utopia is the highest but quite difficult to find and extremely expensive. If you are looking for a good high ABV brew try Dogfish Head 120 Minute IPA at 20-21% ABV or their World Wide Stout at 17 or 18%. Both are phenominal beers. You can also get a Rochefort 10 at somewhere around 11%.
