You can buy green beer at most American dives on St. Patty's Day, but I don't know of anywhere else that you can buy it.
As the other posters said, if you must have it, just add food dye.
As for free beer, you are not a woman on the make so forget it.
Why would it be free?
If it's for St. Patty's day, you're a little late, but take some beer (light-colored is preferable) and put in a few drops of green food coloring.
Use a drop of green food coloring (IF YOU MUST).
If you went into a bar in Ireland and ordered a green beer they'd laugh themselves to death.
I have a sign posted at my bar. It simply reads "Free beer tomorrow." (Get it?)

Here is an idea, buy any kind of beer then add green food coloring to it and viola!
