The aptly named Cono Sur wines from Chile offer excellent value. What you have to be aware of, is that of all the grape varieties around, Pinot Noir is one of the most awkward swines to ripen successfully, this may attach some of the excessive price tag it seems to attract.
Look for those that come from a cooler climate and you can be rest assured that the grower knows something about the grape.
As of yet I have yet to find regular quality Pinot from Eastern Europe, I would stick to Chile or Argentina.
