its like a small retangular mat usually in front of or on top of bar.

ive seen some with liquor names on it like tanqueray

That rubber mat on top of the bar is called a "bar mat". Seriously that's what its called.

They are called bar rail mats or just bar mats.

Only mat I can think of is used for drying bar glasses. It has a raised surface so air can circulate under the glasses and also not have the rim sitting on the shelf or bar where it could pick up dirt.

hi I've run bars the mats you're on about are called beer trays or beer mats there on the bar in-case a punter spills there beer or if the bottom of the glass is wet they protect the bar from getting sticky from beer there also used to advertise different beers
