Geez, I'm really sorry for the bad answers you've gotten thus far.
While it's true that the majority of bubbly is dry, there are some out there that are sweeter. They will not be Dessert Wine sweet, or even sweet Reisling sweet, but they are sweet*er*.
What you want to look for are Sec and Demi-Sec bubbly. Technically, Champagne only comes from France, but I'm going to give you several things to check out.
1. Cremant by Schramsberg. This is under $40 and is sweet for a bubbly. Again, it is NOT sticky sweet, but it certainly leaves sweaters on your teeth. http://www.bevmo.com/productinfo.asp?sku...

Personally, I'd go with Cremant by Schramsberg. You support a US company and don't pay an inflated price because of import taxes and tarriffs.
If you want a sweet wine, a cheap Gewurztraminer, cheap Viognier, or cheap Reisling will be your best bets for table wines. Fetzer makes a VERY sweet Gewurz that is nationally available.
A few others to try:
Maryhill Viognier
Allegro Moscato
Grove Mill Pinot Gris
Reuscher Haart Reisling
But, I don't know that a $10 bottle of wine will really "set the mood" too well. Stick with the bubbly - it's always a safe bet.

Most champagnes are dry - not sweet. If you want a sweet sparkling wine (only sparkling wines that come from the champagne region of France can be called champagne), you can try Asti Spumante - I think is a pretty popular brand.
Veuve Cliquot is great, Piper Heidsick is good, Moet Chandon White Star is great. Cheaper? Domaine Chandon. Cheaper yet? Frexinet Black

Champagnes/sparkling wine's are typically dry, so you would probably want an Asti. Try looking/asking for Martini & Rossi Asti. It is a sparkling wine that is sweet and very good! You could also look for a sparkling rose wine, which will be a fruity sweet.
If you are looking for something sweet to off-dry, try Freixenet, which is a really nice 'Cava' from Spain (Spanish sparkling wines are called 'Cava' - true champagne only comes from the Champagne region of France). The Freixenet Black is a personal favorite, but it sounds like that might be a bit too dry for your taste. There is a sweeter variety that comes in a slightly translucent gold bottle. You should be able to buy it for around $10, which makes it a bargain compared to entry-level champagnes. Try other Spanish Cavas as well!
Sweet "Champagne" style....Try some Asti Spumonte. Several inexpensive brands at any liqour store. You might also look for any sparkling wine that is labled as "demi-sec" is if off-dry with a bit of sweetness.
You got a lot of good answers, but most of them were for upper-end dry Champagnes. I read that you wanted something sweet or at least off-dry.
Bollinger special cuvee or Dom Ruinart....are two very good choices
