can a 20 year old waitress serve alchohol at a restaurant in California? Thanks

A 20 year old cannot serve alcohol anywhere in the US. You could probably go to canada. But not here.
I don't think so, if someone orders alcohol, take the order to the bartender and he/she or the helper will take the drinks to the table

I'm not certain, but probably can serve just cannot drink. In Geogia the legal age to serve alcohol is eighteen, and I think that is pretty much the norm, but states do very in their laws.
