The are only illegal to bring into the United States. You can easily buy them in Canada or Mexico for example. Of course the worth depends on the size and quality of the tobacco. Any of the major brand are good. Check the magazine Cigar Aficionado for brands if you don't know any. Prices can range form $5 to $50 depending on what and where you buy.
By the way in certain instances it is even possible to bring them in from Cuba, you just have to be able to go there legally. Two years ago I went and brought a whole box back. There are qualification that if you meet them you can go to Cuba and bring cigars back. Check the US dept of state web site.
