What is an alcohol puffer?!

Question: I heard on the news once that there scientist invented a new way to consume alcohol. It was through a asthma puffer like instrument that allowed you to inhale alcohol and get drunk. Does any body know about this or the name of this invention? THis is for a research project.

Alcohol is more volatile than water. Like heating the THC out of weed, some nice concentrated ethyl alcohol vapor would transfer through the lungs quite well.
