It usually means the opposite of sweet.

Especially regarding wine.

The drier a drink is the less sugar content it has.

Dry wine is bitter because the processing has taken out a lot of the sugar.

Dry referring to drinks (cocktails), usually, is pertaining to martinis. A "dry martini" is just gin or vodka with little or no dry vermouth used. This is, of course, only in America because we all know what you'll get in Europe if you order a dry martini.

But when talking about wine or beer it means how the beverage tastes. Does it taste dry/bitter/minerality/tart/etc or sweet/fruity/supple/rich/etc. This has much less to do with how much actual sugar is in the product than how all the flavor components and textures combine.

A "dry" Martini refers to the amount of Dry Vermouth you add to the drink.

Mixed with dry soda(club soda) or more vermouth in a martini.
