no its just called root beer. heres a little history It began with the world’s best root beer. A secret concoction of herbs, spices, barks and berries. Mr. Roy Allen unveiled the special elixir when he opened the first root beer stand one hot summer day in 1919, and served his rich, creamy beverage to thirsty parade spectators watching WWI vets returning home. the reason it is called root beer is because they use something called Root Beer Extract.

Beer was defined almost 500 years ago as a malted beverage containing "malted grains, water, yeast, and hops." This was a German beer purity law called Reinheitsgebot.

The only ingredient beer shares with rootbeer is water, therefore nope, not beer.
