Chandon in California makes a very nice Rose Sparkling wine that isn't expensive...maybe around $15 - $20 per bottle depending on where you live. It is dry and fairly sophisticated.
The 'old school' Pink Champagne was a cheap, foul wine on a par with Cold Duck...yech.
The chances of finding Rose Champagne in a restaurant is going to vary depending on where you are. You'll probably have to go to a place that is fairly wine-savvy to get any. It is becoming more and more popular and actually rather trendy these days.
PInk champagne is like regular champagne; it ranges from total crap to sublime. Most bars/restaurants however, will not carry it. Look through the wine lists at nicer places, in the sparkling section, for anything labeled rose`. You might get lucky and find a spot that offers it by the glass, or maybe half bottles. A better option would probably be to go to your local wine shop and ask for a recommendation. It'll cost about as much as a glass or two at a restaurant.
If you're hooked, and want it at your local bar of choice, anywhere that carries white champagne can make a kir royale, which is champagne and creme de cassis or Chambord. The color is right, and while it doesn't taste quite the same, it's the closest you're most likely to get. Happy hunting, cheers.
